At handover, the cost of cleaning is usually smaller than the deduction avoided, and the evidence matters as much as the work.
What is cleaning and what is not
Nail holes, scuffed paint and damaged fittings are not cleaning. They are made good separately, and a contractor who tells you which is which before the inspection is doing you a favour.
Evidence
Photograph every room on completion, dated. If a deduction is proposed later, a contemporaneous photographic record is the only thing that settles it quickly.
Timing
Book after the property is empty and before the agent's inspection, with enough margin that anything found can be put right without a rush.

Questions
Answered plainly.
It varies by contract. Many require the property returned in the condition received, which in practice means the same thing.
Nothing guarantees it. A written scope and dated photographs put you in the strongest position to contest a deduction.
Filters and grilles are usually expected. A full duct clean is not typically a tenant obligation unless the contract says so.
